SANDAG, as lead agency, will prepare a Draft Environmental Impact Report (EIR) for the San Diego LOSSAN Rail Realignment project in accordance with the California Environmental Quality Act (CEQA). A Notice of Preparation (NOP) was released on June 4, 2024.

The LOSSAN Rail Realignment project would relocate the existing rail line from a single-track alignment on the coastal bluffs to a new double-track alignment away from the bluffs, primarily located within tunnels, in the cities of Solana Beach, Del Mar, and San Diego.
